The Controlled Goods Program is a Canadian Federal Government Program administered by the Department of Public Works and Government Services Canada (PWGSC) and is legislated by the Defense Production Act (DPA) of Canada.
The objective of the CGP is to safeguard controlled goods and/or controlled technology within Canada and prevent controlled goods and/or controlled technology from being accessed by unauthorized persons. Anyone who conducts business in Canada and examines, possesses and/or transfers controlled goods and/or controlled technology in Canada must comply with the Defence Production Act and the Controlled Goods Regulations.
When all conditions of the International Traffic in Arms Regulations (ITAR) Canadian Exemption are met, no license from the U.S. Department of State is required for a U.S. company to provide specifications to a Canadian company to determine if the company can design to those specifications. Having the CGP certification allows Kaben to work with the ITAR requirements of the U.S. Defense industry.
